Files and folders under privacy doesn't show up

I'm trying to set permissions, so I go to System Preferences > Security & Privacy > Privacy and the "Files and Folders" is simply missing. "Full Disk Access" is there, but I need the Files and Folders option for a particular program to function properly. What can be done?

Mac mini 2018 or later

You can't add programs to Files and Folders. The app must request the entitlement, then the OS asks if you want to allow it.

It is likely not in the Privacy tab because you don't have any apps that have requested the entitlement.
