I see that you have a payment problem with storage! Here are somethings you can do...

1. Call apple and tell them about this and tell them if they can cancel it further for you.
2. go to subscriptions on your apple ID profile and check if you cancelled it correctly.
3. make sure you did in fact change your storage plan.

Go to Settings/{your name}/iCloud/Manage Storage. How much storage does it say you have? If it is 50 GB tap on Change Storage Plan, then Downgrade options.

If it says 5 GB then the charge is not for storage. Go to Settings/{your name}/Subscriptions and see which subscription is active.
