Has anyone found a way to share Contacts between two different Apple IDs?

Welcome to the Apple Support Communities. I understand you want to share contacts between two Apple IDs. I'll explain.
You can export the contacts from one and import to another: Export a contact as a vCard on iCloud.com
If they are attached to iCloud, you can import the same contacts on the same device by adding the other Apple ID in Settings > Passwords & Accounts.
