iPhone XR not notifying when paired with Apple Watch

Here's the problem. I have an iPhone XR paired with an Apple Watch 4. My iPhone will not alert me when I receive a text or an email if it is locked. The watch will alert, but very quietly. This is a problem. I am missing important text messages and emails because I don't hear the watch alerting. I would like both the watch and the iPhone to alert, but if that's not possible, how do I adjust the volume of the alert on the watch?

It’s not possible to have notifications go to both devices. They will only go to one device, either your iPhone or Apple Watch. This explains in detail: https://support.apple.com/en-us/HT204791
