Unable to reset network settings

i am having problems connecting to my cellular network. I have tried to reset network settings however after selecting the option no changes or reset is made. Any ideas how to fix?

Does your iPhone 7 have iOS 13 installed? If YES then see whether it qualifies for ➔ iPhone 7 Repair Program for No Service.
