How can I turn off the pop up message bar below the menu bar in Safari?

Very annoying to be forced to turn the webpage down when you're in the middle of some work. What is the purpose of this message?

Startup in Safe Mode:    https://support.apple.com/en-us/HT201262

    Login to your account.

    Launch Safari and test.

To exit Safe Mode, click  in the menu bar and choose “Restart”.

Launch Safari holding  the shift key down and test.

If this doesn't help, close few tabs and ignore the notification.
