Safari can't force quit and mac wont restart or shut down

My safari can't force quit even i force quit and remove in activity monitor and now I can't restart and shut down my Macbook. This happened when I opened a website for free movies. When i open other application says trouble opening then it will gone in seconds the option to cancel or try again.

Press and hold your power button until the Mac shuts off. On reboot, press and hold the shift key when launching Safari to prevent it from loading the content that froze it before. Then follow the steps in this earlier post to clean your cache, history, and check for malware.
