unable to move folder

Just upgraded to Catalina yesterday on MacBook Pro and iMac. I created a folder on the desktop, but I can't move it to any other folder on the drive except the applications folder, which is not a good idea. I get; you don't have permission to do this notice. Iv reinstalled Catalina by clean install erasing the drive each time but no luck. Where are you supposed to save user work files to in this situation?

any folder under your user name.

ie Macintosh HD/Users/[your username]

Typically Documents, Music, pictures, Desktop, or any other folder you create under your user name.

Nowhere else is accessible by you since Catalina.
