downloads dock no longer working

The "Downloads" icon in the dock on my MacBook Pro no longer works. It still works fine on my other Macs, but on the MacBook it no longer opens the nice springboard of most recent downloads. Instead it opens a big square dialog listing files in the downloads folder but the most recent downloads are not even listed. It's like it stopped working a couple months ago and hasn't added any new files since. How can I fix this?

Remove the Downloads folder/item/icon in the Dock.

Remove the item.

To exit Safe Mode, click  in the menu bar and choose “Restart.

Add the item. Test.
