Any current iPad model, or iPad that runs iPadOS 13.x, will be able to access files on USB storage devices. Depending upon your choice of device - it having either an Apple Lightning connector or USB-C port, you will require the appropriate recommended adapter.

For an iPad with Lightning connector:

Lightning Digital AV Adapter

For iPad models with a USB-C connector:

USB-C Digital AV Multiport Adapter

Your external USB storage device must also be partitioned and formatted correctly. FAT, FAT32, exFAT and APFS formats, with a single partition, are supported by iPadOS.
