How to Safari open with multiple tabs

Safari 13.1 opens with top sites. Instead I want it to open with my 5 Favourites tabs

MacBook Air 13", macOS 10.15

Ok, Eric.Thanks for the discussion. I got some time today and so I tried all the combinations and the correct one is:

New Windows open with: Tabs for Home Page

In Safari/Preferences/General, is New tabs open with set to Favorites? Is Safari opens with set to All windows from last session?

Have to ask, after removing the Home Page, did you quit/reopen Safari, and test?
