MAC OS 10.15.3 Permissions Question

I can't change permissions on a downloaded disk (Turbo Tax) It say I can only read, then below under name and privilege its says I can read & write. When I place it in the applications folder It just shows as an alias with no rights.

I just solved this problem. To get the 2019 version to work, I had to remove all previous versions. This is the first time I've had to do it. I hope this saves time for others.
