So i was using iPhone SE and backed up my data to my iTunes. 2 months ago i switch to iPhone XS and restore all backed up data but the voice memo still downloading and i think it's stuck. Any insight for my problem? Thank you

Try switching the option for Voice Memos off and then switch it back on in Settings > [your name] > iCloud and Voice Memos switch.
It may still show downloading for a bit after performing these steps. Give it a bit of time and check to see if your Voice Memo downloads completely.

My iPhone 11 had my voice memos stuck on downloading also. Deleted the app then reinstalled it. Recorded a 3 second memo and all memos were restored. Hope this helps.

If the memo was stored locally it would have been restored with the backup. Most likely it was stored in iCloud. Connect your phone to Wi-Fi and connect to a charger, then toggle iCloud sync for Voice Memos and try to play this memo.
What about current voice memos? Should i back it up first to the same iCloud that i stuck?
I did not back up. Just followed the steps.

Yeah i think so, because the iCloud storage for voice memo is about 600MB and i can’t retrieve it. Also tried to switch Wi-Fi connection but still doesn’t work. And toggle the iCloud sync too 🤔
Try sign out/in to iCloud then (I mean log out > log in from the Apple ID), it sometime help as well.
Already have the latest update but still can’t retrieve from iCloud ☹️
