iPhone will not turn on
iphone says it needs to connect to a laptop in order to restore?
the phone is not backed up and is there any way we can get it back to normal without a laptop?
why does it say this as this has never happened before.

If your phone is disabled and needs to be restored, then it is too late to save your data. You will need to restore it through iTunes on your computer. See here for help: https://support.apple.com/en-us/HT204306.
