I want my files back!

The draconian iCloud system has stripped files and organization for desktop, documents and other files from my MacBook Pro and I need them back without having to waste time reorganizing every single file. I have been a Mac user since the 128k Mac and the disc swapping game was far preferable to the current approach. I need those files on my machine, not just floating in the nebulous iCloud. You have no idea of my rage over this issue which has forced me to reconsider my four decades long commitment to Apple products.

How can I get this done without breaking the bank in terms of time and finances?
