I need to unlock iPad when I forgot passcode and don’t have computer to connect to
iPad mini, iOS 10

If your iPad is disabled because you have forgotten your device passcode, the only available mechanism to recover access that does not involve connection of your iPad to either a PC (with iTunes installed) or a Mac (with iTunes or Finder - as appropriate to the version of MacOS). The computer doesn’t have to be yours - a friend or neighbours will do (recognising the current social-distancing needs), or when the Apple Stores reopen, a trip to the Genius Bar.
As such, if you lack access to a computer, you’re stuck with no immediate way forward.
