Activation lock

Is there any way possible to be able to get the activation lock taken off an iPhone XR if the information is not available nor the owner.

No.

Activation Lock is a theft deterrent feature with no bypass or workaround.

Without the owner's authorisation, no thief or anyone including you can re-use the device.
