Is there a an IOS 13 user's guide in computer readable form available (eBook, PDF, etc.)?

I hope I have misunderstood the book at the link you sent. It looks like a hardback and I cannot find a link anywhere on or linked from that page that is downloadable.
You posted your question in the iPhone area. You said “computer readable”. The link I sent leads to a Safari-readable book.
If you also need “downloadable”, use Demo’s link on your iPhone.
