what can i do if my ipad was stolen and how can i get back my photos if i did not back them up and also my icoud was signed into the ipad but whoever stolen logged me out of my ipad

If your locally stored data, photos or other content hasn’t be backed-up - and is only present on the stolen device - then it’s gone. This is one reason why it is a very good idea to keep a backup, as anything not backed-up cannot be recovered.
