Is there a way to control volume of two apps in a different way?
For example, voice call volume level higher than a live video on Instagram. If not, it should be created.

Sorry no, not to my knowledge.
You're not addressing Apple here. This is a user to user tech support forum, and we're just users like you, not aware of Apple future plans.
