Canceling subscriptions from lost or stolen phones

Hi Guys, I don't know if Apple monitors but we are all having to deal with COVID 19 and for me to have to continue to call support (that is when they were live people) now chats that say you will be on in 2 minutes and that never happens. But, for 3 years my daughter's phone has been gone and I am still receiving a monthly fee out of my account. The cc company will not issue me a new card because of my obligation with Apple.
