iCloud subscription for iPhone and iPad Pro with single Apple ID

I have recently purchased a new iPad Pro and will like to subscribe to iCloud to back up both my existing iPhone and new iPad Pro.

  1. Can I use my existing Apple ID for iCloud subscription for both my iPhone and new iPad Pro?
  2. Will the apps on my iPhone be transferable to my iPad? If I would like to download certain paid apps that I have on my iPhone to my new iPad Pro, is that possible?

iPhone 7, iOS 13
