How do we backup on to icloud using a computer that is not a MAC?

Apple has iCloud Backup for iPhones and other iOS devices but not for computers.

They do have options to sync data to iCloud (and that has some similarities to a backup but is not a backup). If you want to sync data from a Windows computer, see: Set up and use iCloud for Windows - Apple Support
