Will my photos in my photos library be deleted if I delete them from icloud?

I once set icloud on my old phone. Then I set the photo sharing in my new iPad, so photos from the phone are copied to my iPad. Now my icloud is running out of space (200GB) which includes mainly photos. So I wanna ask if I delete the photos from icloud that are already copied to my iPad, will they be deleted from my iPad? (When I go to see some of the photos that I never see them on my iPad, it still using internet to download full size of the photos. So I wonder that it still download the photos from icloud and if I delete them the photos would be affected.)
