Is there a way to stop downloads from automatically saving to the computer?
I usually rename the file and save it to the cloud.
It would also be nice if the download automatically opened, is this possible?

I reviewed my settings. I had/have the Open "safe" files after downloading. It doesn't seem to open them regardless.
I do see an option to set the file download location. I changed it to "ask" for each download. I'll try that out for a little while and see how it goes.

There's some criteria that determines what is considered "safe". Some things will open, some things not. Personally I don't use Safari often and Firefox, which I normally use, doesn't have the option at all.
You can't "download" directly to iCloud if that's what you're asking.
You can set Safari to open downlloaded "safe" files in Safari > Preferences > General
