Open System Preferences and click on the Apple ID icon at the top right. You will need your Apple ID and password to complete the setup. If you are not running Catalina, the click on the iCloud icon in the mid-part of the window.

From where are you getting these messages? Which version of macOS is installed? You said the computer was new, but your profile shows that you are using 10.13. Usually, the alert means you need to verify your Apple ID. When you open Apple ID of iCloud preferences you will be asked to enter the password for your Apple ID.
