There always was a sound when my iPhone was being locked even when actual volume is zeroed but silent mode is off. And the loudness of this ring, as I understand, was dependent on whether I look at the screen.
Today I’ve noticed that this sound stopped working. It rings again only after I add some volume.
Why this doesn’t work anymore?
How to return playing lock sound when the volume is zero but silent mode is off?

Try a forced restart:
iPhone 8 and later or iPhone SE 2nd gen:
Press and quickly release volume up
press and quickly realease volume down
hold side button until apple logo appears
iPhone 7 or 7 plus
hold volume down and side button together until apple logo appears
iPhone 6s or earlier or iPhone SE 1st gen
Hold home and side (or top) button together until apple logo appears
Did you check Settings>Sounds and Haptics>Change with Buttons and make sure that is set to Off?

I haven’t done anything and problem disappeared. Lock sound rings now as usual.

I’ve checked, it’s off. I’ve tried to switch on/off this setting but nothing’s changed.
Aaand the problem started to appear again with the same traits as before.
iOS 13.5 updated, force restart tried and no change.
Lock sound disappeared
