I have OSx 10.9 How can I update and to what?

I have OS x 10 9.5 on my macbook and when trying to install apps it tells me I need a newer version - what is the latest I should install?

From 10.9 no matter what you will need to get to 10.11 before you can install any macOS past that point.

Without more info about your exact Mac—hard to say anything definitive beyond that.
