iPhone contacts are not synching to iCloud

Hello

I have been trying to upload my contacts to iCloud (toggling in Settings as instructed) but it is not working. With that I don’t have all my contacts in my iPad, just some of them, which is even weirder. Can anyone help?

Try -- If your iCloud Contacts, Calendars, or Reminders won’t sync - Apple Support.
