Apple app and iTunes have been locked. Can not download from app and itunes

Can not download from App Store. It has been locked. I have I cloud payment each month but got a new debit card. What can I do to fix it?

Unless this is closer to the message you are seeing—>If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support
