There is no force mount. Either the device is recognized as compatible and mounts, or it does not, perhaps due to unsupported formatting, disk errors, or wrong/bad cabling. Disk Utility does not have access to the device until the second sentence is resolved.
If you have access to another Mac, perhaps not running Catalina, see if the drive will mount there.
