App Store account disabled?

According to: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

"When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help."

I change my apple id password for 2 times and i changed it successfully but still when i go to download apps in app store unble to download app message write from you apple is your account has been disable in the App Store and iTunes now wat i can do to resolve this issue please tell
