Cannot send pictures thru text

I am not able to send pictures to people they text unless they have an iPhone. How do I fix this?

Start here If you can't send or receive messages on your iPhone, iPad, or iPod touch - Apple Support

If the link doesn't help contact your cell phone provider MMS is their feature and your lines needs to be provisioned to use it.
