Creating a new iCloud Recovery Key

So Apple says I can create a new Recovery Key in the Apple ID account page by "In the Security section, click Edit > Replace Lost Key." but there is no such option. Any other way to create a new Recovery Key?

A recovery key isn't required with two-factor authentication, but using one gives you more control over the security of your Apple ID. When you generate a new recovery key, you turn off other account recovery methods.
