When I look at the allocation of hard drive storage, it shows 6MB for "other users." Who are these other users?

You'd have to tell us. Anything in /Users besides yours and Shared.

Well, there you go. Those are the users it is referring to. You'll have to figure out why it thinks there is 6MB there. Six photos would do it.
