No, you'll need a Mac computer or an iOS device to set up and manage Family Sharing.

You can however setup Parental Controls and restrictions directly on the iPad without the need of Family Sharing.

These settings will remain in place until you manually change them directly on the iPad. And if you set up a password for them, they cannot be accessed or changed without knowing the password.

If you setup Apple Family Sharing, with you as the Family Organiser, you can link your daughter’s AppleID to the family group.

Family Sharing obviously assumes that that the Organiser has a device of their own from which to manage and receive notifications. You can selectively share content - and control purchasing. Be aware that Family sharing controls are also age-dependent, giving you greater control over accounts of “minors”.

Per the linked support pages, Family Sharing is set-up from an Apple device that supports Family Sharing - such as recent Apple Mac, iPad and iPhone. Whilst it is possible to access your AppleID account from a browser, you’re not able to set-up and manage Family Sharing using a browser alone.

Likewise, associated Notifications are delivered directly to devices that support Family Sharing.

This would seem like a perfect excuse and timing to acquire a nice device for yourself 🙂

An iPad (or Mac) is not a replacement for a mobile phone. As such, an iPad will still complement your existing “Android” until it is due for replacement - at which time you might consider “upgrading” to an iPhone. Once you have an iPhone, an whole new level of integration and services becomes possible.
