Can’t turn off voice on my apple 4 watch.

How do I turn off the voice that constantly gives me the time and announces what app I just went to?

iPhone 11 Pro Max, iOS 13

My Apple 4 watch is listed among my items (includes serial #, etc) but has apparently become UN-paired. I’ve made repeated attempts to pair it again manually but have failed. How exactly can I get it paired again?

On the phone go to the watch app and tap on accessibility and turn voiceover off.

My watch became unpaired for some reason and I am trying to pair my Apple 4 watch to my iPhone and it asks me to click the “i” app on the watch which I can’t find. HELP!!!
