High Sierra bootable USB

Situation: MacBook crashed, while booting it shows a blue glow on the screen, after entering login password it will show a white screen and no further activity. Tried all the options for recovery but none helped. MacOS recovery failed to load (hangs on grey screen). Also replacing the SSD didn't helped. The only chance to get this working is install MacOs from bootable USB.

Functional: Want to make bootable USB drive on a newer MacBook Pro (from a friend) OR a Windows PC to reinstall MacOs High Sierra on my MacBook Pro.

Tried without succes:

https://support.apple.com/kb/DL1973 (not the full DMG download)

https://itunes.apple.com/app/macos-high-sierra/id1246284741 (not available)

https://apps.apple.com/app/id1246284741 (not available)

Where to get the DMG to make a bootable USB so I can proceed?

MacBook Pro 15″, macOS 10.13

I'm on a Dutch computer based in The Netherlands. Should the link be https://support.apple.com/nl-nl/HT208969 ?

Edit: yes it is! Problem was the country codes used in the links.
