As you will discover, if the iPad has been activated and associated with an AppleID account that you do not control, you will need to secure the cooperation of the account owner to whom the device is locked. You can’t, the Apple ID that the iPad was setup on needs to have that iPad removed from it or the iPad will stay in iCloud lock and will be impossible to get into it. This is a theft-deterrent designed to keep an iPad from being useful to the person who steals it.
