Arrangement tab is missing

I'm trying to use iMac 2017 as a display for Macbook Pro 2018 15'. I connected them with a new Thunderbolt3 cable, but there is no Arrangement tab in Displays Preferences. How to fix it?

MacBook Pro 15”, macOS 10.15

Note: Target Display Mode isn’t supported on iMac models with Retina display. Only iMac (27-inch, Late 2009), iMac (27-inch, Mid 2010), and iMac (Mid 2011 to Mid 2014) support Target Display Mode.

Your 2017 iMac is therefore not supported and that is why you do not see the Arrangement tab in display preferences.
