iPhone 6s No WiFi or data and can't reset

I have phone service and operating WiFi, both of which are connected according to the phone (wifi network has a green check in the settings), but I have no internet. There is no wifi icon on the screen. I can call someone on the phone and can text. I have tried all suggestions I can find online to reset up to wiping the phone. To do this, I need to sign out of iCloud, but the phone can not connect to the iCloud server because I have no internet access. Kind of a circular problem. All other Apple devices in the house (phones, Mac, iPads) work normally.

iPhone 6s, iOS 13

For your Internet connection.

  • Over Cellular: contact your Carrier (Cellular Service Provider). The agency who issued the SIM to you
  • Over WiFI: Contact your ISP (Internet Service Provider), the agency who provided the Internet Service on your Modem/Router to you
