Is one of the possibilities below your problem?

See this document If your Apple ID is locked or disabled https://support.apple.com/en-us/HT204106 "If you or someone else enters your password, security questions, or other account information incorrectly too many times, your Apple ID automatically locks to protect your security and you can't sign in to any Apple services.

If you use two-factor authentication, you need a trusted device or trusted phone number to reset your Apple ID password and unlock your account. If you have a recovery key, you can also use it to help you regain access to your account. …

If you use security questions with your Apple ID, or if you don't have access to a trusted device or phone number, go to iforgot.apple.com. Then you can unlock your account with your existing password or reset your password. After multiple unsuccessful attempts to unlock your account, your Apple ID will remain locked and you can try again the next day.”

If you are not successful using the above information, Apple support might be able to help you if you have your receipt for the purchase of your device with its serial number on it. See the support options below. Alternatively, if an Apple Store is open in your area, then you can go there to deal with your problem. In this case, you can make a genius-bar appointment (https://www.apple.com/retail/geniusbar/) if you want.

See If you forgot the passcode for your iPhone, or your iPhone is disabled https://support.apple.com/en-us/HT204306

The instructions are essentially the same for an iPad and iPod touches. “If you enter the wrong passcode too many times, you’ll see a message that your device is disabled. If you can’t remember your passcode, you'll need to erase your iPhone, which deletes your data and settings, including the passcode.”

If you backed up your iPhone, you can restore your data and settings after restoring your iPhone. If you never backed up your iPhone before you forgot your passcode, you won't be able to save the data on your iPhone. Follow the steps below to remove your passcode.”

Next, remove your passcode (see the document for the steps). Then, restore you phone of your computer (see the document for the steps).

“If you can't update or restore your iPhone using recovery mode, or you can't use recovery mode because of broken or stuck buttons, contact Apple Support. Then follow the steps to set up service for your iPhone.”

See Turn off Activation Lock https://support.apple.com/en-us/HT201441If your iDevice is activation locked, you need to enter the same Apple ID and password that … was used when … [the device was last set up]. You might need to use: If you forgot your Apple ID password https://support.apple.com/en-us/HT201487and If you forgot the answers to your Apple ID security questions https://support.apple.com/en-us/HT201485. Post back if you have trouble removing the activation lock. Most will need to do so. Check to see if you have the receipt for your device from an authorized Apple seller with the serial number on it.
