Making a phone call

My mother has an iPhone 7 Plus. Today when trying to make a call after she types the number in and taps the green phone icon a white box appears and keypad blurred put.

iPhone 5c, iOS 10

She has just added when she presses the call/black phone box there is no dial sound at all. When she tried it with me it does ring through to me but she doesn’t hear anything until I answer. We have shut down, checked call forwarding, aeroplane mode. It didn’t change anything but now it seems to have fixed itself. Thank you.
