I am also having the same problem after the update to iOS 13.5.1. I also have tried everything like reset and erase everything but the problem still remains. I was wondering if it's because I have an old iPhone (7 plus)...

I have fixed the problem I had with push notifications, which in my case was only happening with WhatsApp. I basically removed the app and reinstalled it. Problem solved! Don't forget to backup chat history to avoid any problems with deleted messages.

OK so what fixed it for me was deleting content and settings. Make sure you've backed up before.

VPN is a security risk. Avoid.
