My MacBook Pro (2017) has version 10.12.6 and when I search for updates It says there is no new updates available. I need 10.13 to download apps that I need to use. How can I fix this?

You can install anything up to and including Catalina. If you have older 32bit apps you wish to continue to run, upgrade to Mojave instead.
