Got a voicemail saying I was rude for hanging up.

Earlier today I received a call from a random number so I ignored it and then received an odd voicemail. It was a guy with a southern accent who said that it was rude for me to hang up on him and stated that my number is trackable. I’m 99% sure this is a scam, but what do you guys think? Has anyone else encountered this same voicemail?
