The Photos for Mac application is a part of Catalina, you should find it in the Applications folder, no update needed.
When you launch Photos for the first time, it should automatically open the last iPhoto Library you have used.

iPhoto is no longer compatible with the current system, because it needs some 32-bit code. And iDVD is completely 32bit and not compatible.
You may want to look at this discussion for alternatives: Updating from iPhoto to Photos for macOS – Apple Support. Use a different authoring software or install an older system on an external volume, so you can still run iDVD.
