Hi frohock1022! Safari is an integral part of macOS, and as such cannot be updated (or deleted, for that matter!) on its own...you have to upgrade the complete macOS on your MacBook Air to get the latest version of Safari! You're still on Yosemite, so I´d consider upgrading to get the latest security updates as well! Regards, Ian.
