How do you reset an iPad without knowing the password but it’s connected to your phone but doing it without my computer

Unfortunately, if you have forgotten your device passcode (or your device is disabled) and you don’t have access to either a PC or Mac computer, you’re stuck. There is no alternative mechanism by which access can be recovered.
As such, you’ll need to follow this process:
If you’ve forgotten the passcode on your iPad, or your iPad is disabled – Apple Support
The PC or Mac doesn’t have to be yours - that of a willing friend or relative will do the job. It just needs to be a PC with iTunes installed, or a Mac with iTunes or Finder - as appropriate for the installed version of MacOS.
