Without that device, given it uses your (shared!) Apple ID, there’s nothing you can do.

Use the other device to remove it.

Of course, you haven’t told us the nature of the other device.

Is the other device broken? Is it in someone else’s possession? Is it lost? Stolen?

It sounds like you’re sharing an Apple ID. Stop doing that immediately.

But there is an issue as to which of the folks sharing that ID actually has the rights to manipulate the Apple Pay.
